The Open Framework: A Self-Governing System for One Humanity

The Open Framework — released to the public domain under CC0 with no author, no company, and no token. It is a detailed blueprint for a decentralized, self-governing system designed to address planetary challenges that nation-states cannot or will not solve.

The premise is simple: the coordination infrastructure to operate without central authority now exists. Bitcoin provides neutral, incorruptible settlement. Decentralized identity and zero-knowledge proofs provide sovereign verification. Smart contracts provide transparent enforcement. What’s missing is the governance layer that ties them together — a protocol for how humans coordinate at planetary scale without repeating the failures of the nation-state.

This is what the framework proposes.

Core Elements
Reputation over wealth. Governance influence is earned through verified contributions, expertise, and peer validation — not purchased. Reputation is non-transferable and decays with inactivity. Quadratic voting prevents any faction from dominating.

Bitcoin as global settlement. The framework recognizes Bitcoin as the base layer of a borderless economy. Not because it is perfect, but because it is neutral, finite, transparent, and permissionless. A programmable smart contract layer handles governance; Bitcoin handles value.

The Great Conversion. At a coordinated Bitcoin block height, the framework proposes a voluntary redenomination of fiat into sats at a standardized rate. Prior wealth is preserved. No expropriation. But every verified human — identified through sovereign DID — receives a Universal Basic Endowment at the floor. Poverty is abolished not by redistribution, but by the creation of a new baseline beneath everyone.

The Pledge. Participants voluntarily commit 10% of their time or resources to the mission. Not a tax. A chosen contribution, verified on-chain.

Working groups. Self-organizing teams address climate, health, food security, identity, economic justice, digital rights, and ethical AI. Anyone can start one. There are no gatekeepers.

A World Court. Decentralized dispute resolution. Elected judges. Reputation-weighted panels. Transparent, cryptographically-recorded proceedings. Jurisdiction flows from participation, not geography.

Self-amendment. The framework can be rewritten by its own participants through supermajority consensus. The framework that cannot evolve will eventually fail. This one is built to learn.

Why Anonymous
The choice to release this without authorship is, I think, the most important design decision. Every previous attempt at “world government” has collapsed under the weight of its founders’ egos, the institutional ossification of its foundations, or the concentration of power that comes with celebrity leadership.

This framework cannot be co-opted by its creator because it has no creator to co-opt. It cannot be sold by its owner because it has no owner. It cannot be corrupted at the source because the source is everywhere and nowhere.

It is released as infrastructure — like Bitcoin itself.

What It Is Not
Not a utopia. A set of coordination mechanisms.
Not a revolution. A parallel system that makes the old one irrelevant.
Not a cryptocurrency project. Bitcoin is a tool. The mission is coordination.
Not a product. There is nothing to buy.
Not owned. It belongs to humanity.
