Missouri’s Republican-backed congressional map will remain in force for the 2026 elections after a judge blocked opponents from using the referendum process to challenge it—delivering a major victory to President Donald Trump and the state GOP while narrowing the avenues available to map opponents.

Cole County Circuit Judge Daniel Green ruled that Missouri’s constitutional referendum provisions “do not apply to congressional redistricting enacted by the General Assembly.” He also upheld Secretary of State Denny Hoskins’ refusal to certify a petition backed by opponents, concluding that the decision was “lawful.”

For Republicans, the ruling preserves a map designed to improve their chances of defeating Democratic Rep. Emanuel Cleaver in Kansas City. The reshaped 5th Congressional District splits parts of the city among neighboring Republican-held districts and extends the rest into rural areas that lean heavily Republican. The new boundaries have already been used in Missouri’s August primaries, adding practical momentum to the court’s decision.

Opponents, by contrast, argue that thousands of collected signatures should have triggered a statewide vote. Their legal challenge reflects a broader dispute over whether lawmakers—and courts—can insulate consequential electoral changes from direct public scrutiny. Richard von Glahn appealed the ruling Wednesday, according to the court docket, meaning the map’s future remains contested even as the election machinery proceeds.

The case also illustrates the national redistricting campaign Trump urged Republican-led states to undertake before the midterms. Missouri is the second such state, after Texas, to redraw congressional boundaries during the broader partisan push. Green entered judgment for Hoskins and Republican Party committees, leaving the Trump-backed map “in full force and effect for the 2026 general election” while the appeal moves forward.
