Open for Comment: Airworthiness Directives; Airbus SAS Airplanes

Transportation Department — The FAA is revising a notice of proposed rulemaking (NPRM) to supersede Airworthiness Directive (AD) 2024-25-06, which applies to all Airbus SAS Model A318 and A320 series airplanes; and Model A319-111, - 112, -113, -114, -115, -131, -132, -133, -151N, -153N, and -171N airplanes; and Model A321-111, -112, -131, -211, -212, -213, -231, - 232, -251N, -252N, -253N, -271N, -272N, -251NX, -252NX, -253NX, -271NX, -272NX, -272NX, and -253NY airplanes. This action revises the NPRM by expanding the applicability and definition of an affected part. The FAA is proposing this AD to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, the FAA is requesting comments on this SNPRM. (45 days remaining)

Open for Comment: Regulation A: Extensions of Credit by Federal Reserve Banks

Federal Reserve System — The Board of Governors of the Federal Reserve System (Board) proposes to amend its Regulation A (Extensions of Credit by Federal Reserve Banks) to specify that a holder of a proposed special-purpose payment account (a Payment Account) would not be eligible for access to discount window credit made available by the Federal Reserve Banks (Reserve Banks). The proposal would change neither the existing programs under which the Reserve Banks generally provide discount window credit (primary credit, secondary credit, and seasonal credit) nor the process for establishing the primary credit, secondary credit, and seasonal credit rates. Open for Comment: Foam Fire-Extinguishing Systems

Homeland Security Department — The Coast Guard must approve marine foam fire-extinguishing systems. Currently, eight guidance documents set out the existing type approval criteria. The Coast Guard proposes to update and codify the type approval criteria to reflect current industry practices. Criteria updates would reflect advancements in technology, reduce certain testing and design requirements, and reduce the administrative burden on industry and the government. Open for Comment: Airworthiness Directives; Pratt & Whitney Division Engines

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for all Pratt & Whitney Division (PW) Model PW4052, PW4056, PW4060, PW4060A, PW4060C, PW4062, PW4062A, PW4152, PW4156, PW4156A, PW4158, PW4460, and PW4462 engines. This proposed AD was prompted by multiple reports of tailpipe fire, loss of thrust control, and engine in-flight shutdown due to undetected deterioration of pressure burner (Pb) sensors. This proposed AD would require replacing Pb sensors. The FAA is proposing this AD to address the unsafe condition on these products. (45 days remaining)

Open for Comment: Enhancing Know-Your-Customer Requirements

Federal Communications Commission — In this document, the Federal Communications Commission (Commission) proposes actions to provide additional clarity to fill the gap between its current Know Your Customer (KYC) requirement and the types of rigorous KYC steps necessary to protect consumers. Specifically, the Commission seeks comment on customer identification requirements for new and renewing customers, requirements for verifying, retaining, and re-verifying customer information, requiring more information from certain customers such as high-volume customers, and on how these efforts can complement call branding and caller name requirements the Commission may adopt. The Commission also proposes to assess penalties for violations of the KYC requirement on a per call basis. With this inquiry, the Commission aims to make it more difficult for scammers to originate illegal calls and easier to enforce against them when they do get onto the network. (62 days remaining)

Open for Comment: Electronic Logbook Reporting in Commercial Fisheries of the Gulf of America and Atlantic

Commerce Department — NMFS seeks public comment on proposed regulations to implement management measures described in amendments to four fishery management plans (FMPs) in the Gulf of America (Gulf), South Atlantic, and Atlantic, referenced here as the Commercial Electronic Logbook Amendments. If the Commercial Electronic Logbook Amendments are implemented by NMFS through this proposed rule, submission of certain commercial fishing logbooks would be required in an electronic format rather than the current paper format. NMFS is also proposing minor changes to some of the required data fields in the logbooks determined to be necessary to successfully transition from paper to electronic reporting. The purpose of this proposed rule is to increase the accuracy and efficiency of fisheries data that NMFS receives from federally permitted fishermen participating in the applicable commercial fisheries that occur in the Gulf, South Atlantic, and Atlantic. Open for Comment: Phasedown of Hydrofluorocarbons: Excluding Road and Intermodal Container Transport Refrigeration Units From the Hydrofluorocarbon Leak Repair Requirements

Environmental Protection Agency — The U.S. Environmental Protection Agency (EPA) is proposing an exemption for road and intermodal container transport refrigeration units (TRUs) from the leak repair requirements established under the American Innovation and Manufacturing (AIM) Act. In the final rule "Phasedown of Hydrofluorocarbons: Management of Certain Hydrofluorocarbons and Substitutes Under the American Innovation and Manufacturing Act of 2020," the EPA established, among other provisions, leak repair requirements for refrigerant-containing appliances with a charge size of 15 pounds or more that contain a hydrofluorocarbon (HFC) or certain substitutes for HFCs. The EPA intended to exempt refrigerant-containing road and intermodal container TRUs from the leak repair requirements and is issuing this proposal to clarify the applicability of these requirements. The EPA is not proposing other amendments or taking comment on any other aspects of the 2024 "Phasedown of Hydrofluorocarbons: Management of Certain Hydrofluorocarbons and Substitutes Under the American Innovation and Manufacturing Act of 2020." Open for Comment: Schedules of Controlled Substances: Placement of Diphenidine in Schedule I

Justice Department — The Drug Enforcement Administration proposes placing diphenidine (1-(1,2-diphenylethyl)piperidine), including its salts, isomers, and salts of isomers whenever the existence of such salts, isomers, and salts of isomers is possible, in schedule I of the Controlled Substances Act. This action is being taken, in part, to enable the United States to meet its obligations under the 1971 Convention on Psychotropic Substances. If finalized, this action would impose the regulatory controls and administrative, civil, and criminal sanctions applicable to schedule I controlled substances on persons who handle (manufacture, distribute, reverse distribute, import, export, engage in research, conduct instructional activities or chemical analysis with, or possess) or propose to handle diphenidine. Open for Comment: Regulation D: Reserve Requirements of Depository Institutions

Federal Reserve System — The Board of Governors of the Federal Reserve System (Board) proposes to amend its Regulation D (Reserve Requirements of Depository Institutions) to differentiate between master accounts and a proposed new category of special-purpose payment accounts (Payment Accounts). The proposed amendments would exclude Payment Accounts from Regulation D's provisions directing Federal Reserve Banks (Reserve Banks) to pay interest on balances maintained at a Reserve Bank. As a result, the Reserve Banks would not pay interest on balances maintained in Payment Accounts. The proposal would not affect reserve requirement ratios, which would remain zero. Open for Comment: Registered Offering Reform

Securities and Exchange Commission — The Securities and Exchange Commission ("Commission") is proposing amendments that are intended to facilitate capital formation in the public securities markets. Specifically, the proposed amendments would make Form S-3 and the ability to conduct shelf offerings available to significantly more issuers, extend certain benefits currently reserved for "well-known seasoned issuers" to a broader set of issuers, and modernize Form S-1 by expanding the ability to incorporate information by reference into that form. The proposed amendments also would make conforming changes to the registration, communication, and offering process for certain business development companies and registered closed-end investment companies that register securities on Form N-2. We also are proposing to amend the communication rules to permit broad-based advertising for certain insurance products. In addition, we are proposing certain other amendments that are intended to modernize certain rules. Finally, to mitigate the costs and complexity of conducting a registered offering, the proposed amendments would preempt State securities law registration and qualification requirements for all registered offerings. Open for Comment: Amendment of United States Area Navigation Route T-306 and Establishment of United States Area Navigation Route T-647

Transportation Department — This action proposes to amend United States Area Navigation Route (RNAV) Route T-306 and the establishment of RNAV Route T-647 in the Southwestern United States. The FAA is proposing to amend T-306 by revoking the portion of the route extending between Blythe, CA, Very High Frequency Omnidirectional Range/Tactical Air Navigation (VORTAC) and El Paso, TX, VORTAC. FAA is also proposing to amend T-306 by extending the route between Blythe VORTAC and HUPUP, AZ, Waypoint (WP). FAA is proposing these actions to relieve areas where there are high traffic volumes of Visual Flight Rules (VFR) aircraft and Instrument Flight Rules (IFR) aircraft that often result in conflict alerts and pilot deviations. Open for Comment: Prohibition of Remote Dispatching

Transportation Department — FAA proposes to amend its regulations for domestic, flag, and supplemental operators to prohibit dispatch and flight following activities outside of locations designated as dispatch or flight following centers except in emergencies that render a dispatch or flight following center inoperable. Open for Comment: Medicaid Program; Medicaid Managed Care State Directed Payments and Medicaid Fee-for-Service Targeted Medicaid Practitioner Payments

Health and Human Services Department — This proposed rule describes alternatives to modify the limit on the total payment rate and other requirements for State directed payments in Medicaid managed care. We propose these changes based on our authority to interpret and implement section 1902(a)(4) of the Social Security Act (the Act) with respect to prepaid inpatient health plans and prepaid ambulatory health plans, and section 1903(m)(2)(A)(iii) of the Act, which require that contracts between States and managed care organizations to provide payments under a risk- based contract for services and associated administrative costs that are actuarially sound. This rule also proposes to set a limit for certain targeted Medicaid payments in Medicaid fee-for-service. We propose this change based on our authority to interpret and implement section 1902(a)(30)(A) of the Act with respect to certain targeted Medicaid payments which require that payments be consistent with efficiency, economy, and quality of care and are sufficient to enlist enough providers so that care and services are available under the plan at least to the extent that such care and services are available to the general population in the geographic area. Open for Comment: Flexibility Enhancements of Weather Reporting Systems

Transportation Department — The Federal Aviation Administration (FAA) proposes to revise its regulations to substitute weather reports from the National Weather Service with weather reports prepared by FAA and other sources approved by the Administrator. The National Weather Service no longer provides weather reports in the capacity described in the relevant provisions of the regulations. Therefore, this change is necessary to remove outdated references and to maintain weather awareness in the National Airspace System. (31 days remaining)

Open for Comment: Airworthiness Directives; Airbus Helicopters

Transportation Department — The FAA proposes to supersede Airworthiness Directive (AD) 2023-25-14, which applies to certain Airbus Helicopters Model EC130T2 helicopters. AD 2023-25-14 revises the procedures for inspecting the vibration level on the tail rotor drive shaft and, depending on these results, requires replacing certain parts. Since the FAA issued AD 2023-25-14, the manufacturer developed a modification of the rear drive shaft, sliding flange and equipped splined sleeve. This proposed AD would require installing this modification and repetitively inspecting the vibration level of the tail rotor drive shaft. This proposed AD would also prohibit the installation of certain parts and prohibit the performance of a balance correction unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products. (45 days remaining)

Open for Comment: Enhancement of Emerging Growth Company Accommodations and Simplification of Filer Status for Reporting Companies

Securities and Exchange Commission — The Securities and Exchange Commission ("Commission") proposes amendments to streamline filer statuses for Securities Exchange Act of 1934 ("Exchange Act") reporting companies into two primary categories: large accelerated filers and non-accelerated filers. The Commission further proposes to raise the threshold and seasoning requirements for large accelerated filer status and extend certain existing accommodations and scaled disclosures, including those for smaller reporting companies and emerging growth companies, to all non-accelerated filers, while continuing to require compliance with non-scaled disclosure from large accelerated filers. The Commission also proposes to extend the deadlines to file periodic reports for the smallest non-accelerated filers, as measured by total assets. Finally, the Commission also proposes to update the rules that define which issuers are considered small entities for purposes of the Regulatory Flexibility Act ("RFA"). (59 days remaining)
