Securities and Exchange Commission — The Securities and Exchange Commission (the "Commission") is publishing this concept release to solicit comments in support of a comprehensive review of the Consolidated Audit Trail and other audit trails and related data sources currently used in the regulation of U.S. securities markets, including comments regarding the funding mechanisms for these audit trails and/or related data sources. Education Department — The Secretary of Education (Secretary) proposes to amend the regulations governing institutional eligibility, general provisions regulations, and the William D. Ford Direct Loan (Direct Loan) Program under title IV of the Higher Education Act (HEA) of 1965, as amended (the title IV, HEA programs). The proposed regulations would implement statutory changes to the title IV, HEA programs included in the One Big Beautiful Bill Act (OBBB), signed by President Trump on July 4, 2025. The OBBB made numerous changes to the HEA, including changes to program eligibility requirements for the Direct Loan program and the introduction of an earnings accountability framework that is intended to limit Direct Loan eligibility to programs whose graduates meet certain earnings benchmarks. This document proposes regulations, based on consensus reached during negotiated rulemaking, to implement the provisions of the OBBB related to low-earning outcome programs and the Direct Loan program, and to harmonize those regulations with requirements for programs that are required to lead to gainful employment (GE programs). Commerce Department — NMFS issues these proposed regulations to implement amendment 36 to the Pacific Coast Groundfish Fishery Management Plan (Groundfish FMP). The proposed regulations include management measures that would apply to vessels registered to limited entry fixed gear (LEFG) endorsed permits and LEFG permit owners in the Pacific Coast groundfish fishery. Specifically, NMFS proposes to add flexibility to the LEFG permits' gear endorsements, remove the base permit designation of LEFG permits, remove the start and end times (i.e., hours of the day) for the open dates of the primary sablefish season, and develop a cost recovery program for the LEFG primary sablefish fishery. The purpose of this action is to provide increased flexibility to LEFG participants while reducing administrative burdens and to develop a cost recovery program to meet the requirements of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). Interior Department — We, the U.S. Fish and Wildlife Service (Service), propose to list the Jamaican kite swallowtail (Eurytides marcellinus), a butterfly species from Jamaica, as an endangered species under the Endangered Species Act of 1973, as amended (Act). After a review of the best scientific and commercial data available, we find that listing the species is warranted. If we finalize this rule as proposed, it would add this species to the List of Endangered and Threatened Wildlife and extend the Act's protections to the species. (56 days remaining)

Specifically, NMFS is proposing to remove the regulations regarding pelagic and demersal indicator species and the list of pelagic and demersal indicator species from the HMS regulations. These proposed changes would directly impact pelagic and bottom longline fishermen who hold Atlantic HMS fishing permits. Homeland Security Department — The Coast Guard is proposing to establish a temporary security zone for certain navigable waters of Biscayne Bay in connection with the 2026 Miami FIFA World Cup and the World Cup Fan Fest events in Miami, Florida. The Captain of the Port Miami (COTP) is taking this action to safeguard official parties, VIP's and other participants ("attendees") attending the Miami 2026 FIFA World Cup and the World Cup Fan Fest because the ease of waterfront access to the various venues hosting the World Cup events presents a security concern for all attendees. Anchoring, or remaining within the security zone would be prohibited unless authorized by the Captain of the Port Miami (COTP) or a designated representative. Environmental Protection Agency — The Environmental Protection Agency (EPA) is proposing to approve a revision to the Maricopa County Air Quality Department (MCAQD or "Department") portion of the Arizona State Implementation Plan (SIP). This revision establishes a federally enforceable program allowing fleet owners/operators to generate emission reduction credits (ERCs) by either retrofitting or replacing existing fleet vehicles with lower emitting vehicles while meeting other Clean Air Act (CAA or "Act") requirements. These ERCs are intended for use as offsets for major stationary sources under the Department's Nonattainment New Source Review (NNSR) program. We are proposing to approve a local rule to allow for the generation of ERCs through voluntary on-road mobile source emission reductions under the CAA. Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A321-251NX, -252NX, -253NX, -271NX, and - 272NX airplanes. This proposed AD was prompted by a review of the cold working process on the assembly line that detected a deviation to the manufacturing process. This proposed AD would require repetitive inspections for the nominal design condition of the fastener holes in certain center fuselage frame foot joint connections and, as applicable, an inspection for cracking at the frame foot joint connections and corrective actions. Commerce Department — NMFS proposes 2026 harvest specifications for the salmon fishery of the Cook Inlet exclusive economic zone (EEZ) Area. This action is necessary to establish harvest limits for salmon during the 2026 fishing year and to accomplish the goals and objectives of the Fishery Management Plan for Salmon Fisheries in the EEZ off Alaska (Salmon FMP). Commerce Department — We, NMFS, have completed a comprehensive status review of the tope shark (Galeorhinus galeus) in response to a petition to list the species as threatened or endangered under the Endangered Species Act (ESA) of 1973. After reviewing the best scientific and commercial data available, we have determined that this species is comprised of six distinct population segments (DPSs) and that two, the Southern (So.) Africa and Southwest (SW) Atlantic DPSs, are likely to become in danger of extinction throughout all or a significant portion of their ranges in the foreseeable future. Therefore, we propose to list the So. Africa and SW Atlantic DPSs as threatened species under the ESA. We have also determined that the remaining four DPSs--the Northeast (NE) Atlantic, NE Pacific, SW Pacific, and Southeast (SE) Pacific DPSs--do not meet the definition of a threatened or endangered species under section 4(a) of the ESA and therefore do not warrant listing under the ESA.
