Early courtship and Macron–Son diplomacy
The roots of the deal trace back to personal diplomacy between SoftBank CEO Masayoshi Son and French President Emmanuel Macron. Son said he was “very impressed” by Macron’s personal commitment to France’s economic success, after the president approached him directly during a visit to Japan earlier this year. Bloomberg had previously reported Son floated as much as $100 billion in possible French investments, before a smaller but still enormous €75 billion figure was confirmed.
The announcement: Europe’s biggest AI facility
SoftBank publicly pledged €75 billion to build what has been described as “Europe’s biggest AI facility in France.” The group said it aims to develop and operate up to 5 gigawatts of new AI data center capacity, its largest AI infrastructure investment in Europe.
Officials plan to formally unveil the agreement at the Choose France Summit, placing the country “at the centre of [Son’s] global AI ambitions.”
Project details and French government’s vision
The first phase earmarks €45 billion to deliver 3.1 gigawatts across three sites—Dunkirk (Loon-Plage), Bosquel and Bouchain—by 2031 in the Hauts-de-France region. Schneider Electric will act as a strategic partner in Dunkirk, creating a hub for AI infrastructure and robotics manufacturing aimed at serving London, Brussels and Amsterdam.
France’s economic minister Roland Lescure called the investment a “testament to President Emmanuel Macron’s ambition to position France as a leading destination all along the AI value chain.” Supporters argue France’s political stability and largely nuclear-powered grid make it an attractive base for power‑hungry AI infrastructure.
Global context and looming questions
The French build‑out follows SoftBank’s earlier commitments, including a large-scale data center project in Ohio and participation in the $500 billion Stargate initiative with OpenAI and others. In the U.S., however, resistance to new data centers is growing over environmental impacts and pressure on electrical grids and utility prices.
Analysts note that while the French plan underscores Europe’s race to secure AI infrastructure, the cumulative scale of SoftBank’s promises raises questions about long‑term financing and execution capacity.
