Meta’s Open-AI Comeback Still Keeps Its Strongest Model Close
Meta is again selling AI openness as a democratic counterweight to Silicon Valley’s closed-model giants. Its new release, however, also exposes the boundary of that promise: the most capable system remains under Meta’s control.

Earlier this year, Meta introduced Muse Spark as a closed, proprietary frontier model and later added a paid service—moves that marked a break from its earlier open-model identity. The company’s AI reorganization and lagging adoption against OpenAI and Anthropic made Monday’s pivot especially consequential.

On Monday, Meta released Muse Glimmer, a 30-billion-parameter, Apache 2.0 open-weight model distilled from Spark. It is designed to run locally on a Mac or PC with a single consumer GPU, handling multi-step agent work including coding, tool use and file management. Zuckerberg said Meta was “opening the weights for Muse Glimmer” and would soon release weights for Muse Spark 1.2.

The launch arrived alongside Zuckerberg’s 6,500-word manifesto, which frames concentrated control—not powerful AI itself—as the central danger. He argued that “everyone will have free or affordable access to these tools,” while warning that restrictions slowing US releases could cede ground to foreign rivals. Meta also promised community investments around its data centers, including a $1 billion US fund, jobs training and commitments on water and energy.

Supporters saw a meaningful return to the open-weight race. Former Meta AI chief Yann LeCun amplified praise calling the manifesto a “carefully considered” and constructive guide to more powerful systems. Others welcomed the prospect of cheaper, customizable models running outside the biggest labs.

But the sharpest caveat is built into Meta’s product lineup. Glimmer is open; the more powerful Muse Spark remains closed, even if an upcoming version will have open weights. That makes the release less a full-throated decentralization of superintelligence than a carefully managed reboot: personal agents for users, frontier control for Meta.
