Claude Watermarks Promise Transparency but Leave Loopholes
Anthropic is moving to make Claude less able to disappear into the internet unnoticed. Its new watermarking pledge answers Europe’s transparency push, but it does not guarantee that AI-generated work will remain identifiable after it is reshaped or reposted.
The regulatory clock started on August 2, when the EU AI Act’s transparency requirements took effect, with a four-month grace period for products already on the market. Anthropic says Claude models released after that date will mark generated text and files from launch, while coverage for older models remains in development.
The rollout will be global, extending across Claude’s consumer tools, API and cloud-provider access. For supported images and files, Anthropic plans to use C2PA, the provenance standard also backed by major rivals. For text, it will embed what it calls an “imperceptible watermark” that does not alter “the meaning, quality, or readability” of an answer.
That could give publishers, universities and online platforms another means of probing disputed work—an especially charged prospect after recent publishing rows over novels accused of relying on AI. Yet the system is evidence, not a verdict: a detectable mark may reflect Claude being used to edit, proofread or translate material rather than to write it from scratch.
Anthropic also concedes the technical limits. Its watermark can travel when text is copied and pasted and may survive some edits, but heavy rewriting, paraphrasing, translation or mixing output with other writing can render it undetectable. C2PA metadata, meanwhile, can be stripped accidentally when files move through online platforms. The company says it is developing tools for users and third parties to detect both forms of labeling—leaving the real test not whether Claude can mark its output, but whether those marks endure in the wild.
