OpenAI’s answer to the coming wave of AI-assisted cyberattacks is to put more capable tools in the hands of under-resourced defenders. The company and security advocates agree the risk is accelerating; the unresolved question is whether access to AI can overcome chronic shortages in money, staff and operational expertise.

The warning signs arrived before Thursday’s announcement. OpenAI had been facing scrutiny after an accidental Hugging Face hack, while apparently AI-assisted attacks on US water systems sharpened fears that essential services could become early targets. At the same time, the company warned organizations they had only months to prepare, as its forthcoming Astra model reached “critical” cybersecurity capabilities.

Against that backdrop, OpenAI president Greg Brockman convened about 300 enterprise security leaders and chief information security officers at the company’s headquarters. The stated aim was to move AI tools toward defenders protecting public services and critical infrastructure—not merely to spotlight the threat.

Brockman then announced Daybreak for Frontline Defenders, a $1 billion commitment offering subsidized model access, training, technical help and partner support for essential-service organizations worldwide. Its US arm, Daybreak for America, targets local governments, water and electricity systems, regional banks and other critical infrastructure. A pilot with the Multi-State Information Sharing and Analysis Center will train state and local cyber defenders, while more than 35 technology and cybersecurity firms are set to integrate OpenAI models into their products and workflows.

OpenAI says participants can use the tools to inspect legacy code, investigate suspicious activity, validate vulnerabilities and test patches. But its own framing concedes that training and software cannot erase decades of weak investment—or replace specialists who understand the physical systems behind digital networks.

The anxiety extends beyond utilities. Aravind Srinivas argued that increasingly capable agents could create on-demand GPU capacity and train themselves with little oversight, making “sufficient guardrails and friction” essential. That concern reinforces OpenAI’s premise: AI may strengthen defense, but it is also compressing the time available to get it right.
