EU Puts ChatGPT Under Its Toughest Platform Rules
The European Commission says ChatGPT’s reach now demands far tougher accountability, while OpenAI faces a new compliance test over how its system affects users, particularly children and vulnerable people.

The EU has placed ChatGPT in the top enforcement tier of its Digital Services Act, classifying it as a Very Large Online Search Engine. The designation means OpenAI must address systemic risks tied to the service’s effect on minors and mental health, as well as the spread of illegal content across the bloc.

The move puts ChatGPT alongside Reddit and Roblox, which the Commission simultaneously designated Very Large Online Platforms. Under the DSA, services cross that threshold when they average at least 45 million monthly users in the EU.

The rules go beyond content moderation. They restrict platforms from targeting advertisements at minors and from using sensitive personal characteristics — including religion, ethnicity, sexual orientation or political beliefs — for ad targeting. Companies must also provide greater transparency on how their recommendation systems operate.

Henna Virkkunen, the EU executive vice-president for tech sovereignty, security and democracy, framed the decision as a response to the companies’ social weight. “These new designations mean that ChatGPT, Reddit and Roblox will now be held to a higher standard of scrutiny and accountability in the European Union, in line with their large impact on our citizens and society.”

ChatGPT, Reddit and Roblox have until the end of December 2026 to meet the new requirements — a deadline that turns Europe’s broad platform-safety regime into a concrete regulatory challenge for generative AI.
