Fairfield Mall Arrest Reopens a Fight Over Youth Accountability
Friday night’s shooting at the Spirit Halloween store in Fairfield’s Solano Town Center sent officers from multiple agencies racing to the mall after gunfire erupted about 8:30 p.m. Seven people were shot: one victim died at the scene and six others were taken to hospitals, with at least three initially listed in critical condition. Investigators said the attack appeared centered on the store, but had not yet determined a motive, whether it was targeted or whether more than one person was involved.
The victim later identified as Constance Hages, 31, was pregnant, according to police and her family. On Monday, Fairfield police announced the arrest of an unidentified 17-year-old boy at a Suisun City residence. He faces murder and attempted-murder allegations; prosecutors were also considering whether Hages’s pregnancy could warrant an additional murder charge.
Police said surveillance footage helped detectives identify the teenager within hours. A Fairfield school resource officer recognized him as a former student, and officers tracked him through the weekend before making the arrest. Chief Dan Marshall said authorities had intentionally kept that lead private: “We did not want to risk compromising his whereabouts or the arrest.”
Marshall said detectives believe the teen was the sole shooter and that a handgun was used, though they continue to examine whether anyone else played a role. The chief said the gunfire apparently followed an earlier dispute, while describing several victims as unintended targets. Four of the six survivors remained hospitalized Monday, including a 19-year-old man in critical condition.
The case quickly became a policy argument. Marshall said the suspect had previously been charged after a 2025 shooting involving an occupied car at Fairfield High School, served months in juvenile hall, and was released. “California has gotten extremely soft on accountability with youth,” he said, arguing that the latest attack “shouldn’t have even occurred.”
For investigators, however, the immediate work remains narrower: securing evidence, reviewing footage and asking witnesses to come forward as the homicide investigation continues.
