Part III introduces the C.I.M. Index, a State (Admin Level 1) indicator.

C.I.M. stands for Corruption, Incompetence and Mañana. The 17 states
that miss the First Round cut are excluded, of the 34 remaining candidates, the higher the Index rating, the more likely things in your selected Zip Code there will “just work”, all else being equal, and vice versa.

The states with the highest ratings are in the Upper Midwest, for obvious
reasons. Efficient functional intelligent (i.e., genetically fit) Northwest
Europeans comprise the majority of the population there, even now.

Vice versa (places such as Arizona, Georgia and Texas) means endless delays, errors and general brokenness due to the downstream effects of cost cutting that Diversity Hires bring to our living spaces.

The Art and Science of Model Building means the weighting of variables
is often the marginal difference between useful and useless, and such is
not to be left to an AI to determine - because the AI has no skin in the
game and does not have to live with the result.

The CIM Index is A contributing factor, not THE deciding factor.

Out-of-sample Ground Truth (the smell test) is the final arbiter for
what is real and what is AI hallucination and/or substandard human
non-discernment.
