Lula’s UN Speech Pairs Sovereignty With a Call for Global Cooperation
President Luiz Inácio Lula da Silva used Brazil’s opening address to the UN General Assembly to argue that national independence and multilateral cooperation should reinforce, rather than contradict, one another. The speech cast the choice starkly: “multilateralism or unilateralism; democracy or extremism; sovereignty or subordination.”
On Latin America, Lula warned of renewed outside involvement in elections and what he called “hegemonic temptations.” His line that “Brazil does not fit in anyone’s backyard” coupled a rejection of foreign pressure with an appeal for regional partners focused on development, despite ideological differences. He extended that argument to security, saying Brazil wanted international cooperation against arms trafficking and money laundering but would not outsource the protection of its borders.
The address also made a broader institutional case. Lula said the UN was failing to prevent war and blamed paralysis at the Security Council, arguing that diplomacy was “the only option” in the Russia-Ukraine war and that global institutions needed strengthening rather than abandonment. He criticized tariffs used as instruments of “coercion and blackmail,” tying economic pressure to the larger sovereignty theme.
An editorial assessment by O Globo broadly endorsed the presentation as a sober, institutional intervention. It said Lula defended traditional Brazilian foreign-policy priorities including multilateralism, democracy, environmental protection and diplomatic conflict resolution, while generally avoiding turning an international platform into an electoral event.
But the editorial’s praise was not unconditional. It questioned Lula’s positions on Cuba and the Israeli-Palestinian conflict, and said domestic references — including debate over the six-day workweek — brought parts of the address closer to Brazil’s electoral contest. The contrast is less over Lula’s central sovereignty message than over how consistently the speech maintained the UN’s expected international focus.
