Brazil’s Top Court Confronts Record Disapproval and an Ethics Test

Brazil’s Supreme Federal Court (STF) has reached its worst public rating since Datafolha began tracking the institution in 2019, with 47% of respondents calling the justices’ work poor or very poor. That figure rose from 40% in May; only 18% rated the court positively, while 31% described its performance as regular.

The left- and right-aligned accounts agree on the central finding: dissatisfaction is widespread, but it is far more pronounced among supporters of Flávio Bolsonaro than among voters for President Luiz Inácio Lula da Silva. Among Bolsonaro voters, 69% rated the court negatively, compared with 24% of Lula voters. Positive assessments ran in the opposite direction, at 6% and 32%, respectively.

Both reports also point to strong public resistance to conduct seen as posing conflicts of interest. The most rejected scenario was a justice hearing a case involving a relative acting as a lawyer: 88% called it unacceptable. Paid invitations from companies with cases before the court drew 85% opposition, while 82% rejected decisions intended to help or harm presidential candidates during an election.

The debate has intensified alongside allegations connected to Banco Master. Seventy-seven percent said they knew of suspicions involving STF justices; among those aware of the case, 68% said they believed justices were involved. The right-aligned account notes that this belief rose from 55% in April and was held by 60% of Lula voters and 77% of Bolsonaro voters.

A proposed ethics code has more support than opposition, with 45% in favor and 33% against. The results suggest that, despite political differences over the court’s role, concern about standards of conduct extends across the electorate.
