WHO Says Europe Faces Very Low Risk as Russia Probes Suspected Plague Death
The World Health Organization says it is working with Russian authorities to clarify the death of a 28-year-old employee at an anti-plague institute in Irkutsk, Siberia, amid reports that she may have contracted pneumonic plague.

The WHO has taken the most reassuring view of the broader international threat. Spokesperson Christian Lindmeier said its preliminary assessment placed the risk at “moderate to low” for Irkutsk, low for Russia overall and “very low for the European region.” The agency noted that pneumonic plague is a severe lung infection that can spread through respiratory droplets, unlike bubonic plague, which is generally linked to infected fleas.

The U.S. position is more cautious in emphasis, though not fundamentally at odds with the WHO assessment. Secretary of State Marco Rubio said Washington was watching the case closely and had no reason for alarm, while adding that it required attention because a disease of this kind could spread quickly if control measures failed.

Russian authorities have said the employee, Darya Shipilova, died of pneumonia of unknown origin and that there is no evidence linking her illness to her work. That account differs from reporting cited by the U.S.-focused report, which said local sources alleged she had accidentally broken a tube containing Yersinia pestis in late September. Russia’s health watchdog, Rospotrebnadzor, said it found no evidence of such an incident.

Despite those denials, authorities have isolated more than 60 institute employees, identified known contacts and placed them under medical observation and quarantine. The Irkutsk governor said no additional cases had been recorded among staff. The shared message from the WHO, U.S. officials and Russian authorities is that the case warrants investigation and containment, but that available information does not point to a wider regional outbreak.
