Abbas Delays Palestinian Vote Again, Citing Barriers as Critics Question Accountability
Mahmoud Abbas has postponed Palestinian legislative elections that had been scheduled for November 2026 and called presidential and parliamentary polls for September 11, 2027. The decision brings the two votes together, after presidential elections had been expected in early 2027.
The Palestinian presidency’s case is that the delay is driven by circumstances rather than a retreat from voting. Its decree cited measures attributed to Israel, including restrictions affecting election preparations in East Jerusalem and Gaza, as well as the need for political, security and logistical conditions that would allow elections to be “free, fair and inclusive.” A second account similarly says the decree called on Palestinians in Jerusalem, the West Bank and Gaza to participate, while pointing to military operations, settlement expansion and movement restrictions as obstacles.
The practical obstacles extend beyond access and security. Palestinian authorities say Gaza’s humanitarian and security conditions complicate an election, citing incomplete Israeli withdrawals, stalled reconstruction and the absence of planned international stabilisation arrangements. Political fragmentation is another shared concern: Fatah, which leads the Palestinian Authority in parts of the West Bank, and Hamas, which governs Gaza, have been divided since 2007. Four Palestinian factions, including both movements, agreed in Cairo to begin a national dialogue; according to a source close to the talks, they also sought a delay.
Israel’s foreign minister, Gideon Saar, offered the opposing interpretation, accusing the Palestinian Authority of misleading the international community over the planned postponement. The criticism lands against a long electoral hiatus: Palestinians last held legislative elections in 2006 and presidential elections in 2005. Abbas, whose term was due to end in 2009, has governed by decree since then.
The 2027 date therefore frames the dispute starkly: Palestinian leaders say a credible, inclusive ballot requires more time, while their critics see another missed test of democratic renewal.
