China’s Taiwan sanctions expose a widening diplomatic divide
China has imposed sanctions on Belize Foreign Minister Francis Fonseca and Paraguayan Information and Communication Technologies Minister Gustavo Villate, escalating pressure on two of the small group of states that retain formal diplomatic relations with Taiwan.
Beijing’s account casts the action as a response to conduct it says harms China’s core interests. Under China’s Anti-Foreign Sanctions Law, the two ministers face frozen assets in China, entry restrictions covering mainland China, Hong Kong and Macau, and a ban on transactions or cooperation by Chinese organisations and individuals. China says the measures are intended to safeguard its sovereignty, security and development interests and counter what it calls Taiwan-independence activities.
The sanctions also reflect Beijing’s broader objection to Belize’s and Paraguay’s recognition of Taiwan. China alleges that certain politicians in the two countries encourage ties with Taiwan for personal motives, an allegation reported alongside its characterisation of them as “anti-China.” From Beijing’s perspective, diplomatic support for Taipei is inseparable from a challenge to its claim over the self-governed island.
The contrasting position is visible in the two countries’ longstanding relationships with Taiwan. Paraguay and Belize are among the 12 states that recognise Taiwan, with diplomatic ties dating to 1957 and 1989 respectively. Villate had reaffirmed Paraguay’s friendship and cooperation with Taiwan, citing “self-determination of peoples, human rights and democracy,” while Belize’s embassy in Taiwan marked 37 years of bilateral relations.
The measures came shortly after Taiwanese President William Lai Ching-te said the island “values peace” and “will not give up its freedom,” remarks that Beijing rejected. The practical impact may be limited because officials from Taiwan’s diplomatic partners generally do not travel to China, but the sanctions underline the political cost Beijing is prepared to attach to maintaining official ties with Taipei.
