Voucher overhaul promises wider acceptance but keeps spending tightly restricted
New nationwide rules for meal and food vouchers have brought card interoperability to the centre of Brazil’s worker-benefit system. The change means a restaurant or retailer that accepts one voucher operator should be able to process cards from other operators through the same payment infrastructure, rather than contracting separately with each brand. The Brazil Left account presents the measure as a simplification for commerce after a 360-day market adaptation period, affecting more than 22 million workers.
The Brazil Right account stresses the competition case: a shared network is intended to address the familiar situation in which a business accepts vouchers but not a particular worker’s card brand. It says the expected result is more places where a benefit can be used, alongside lower operating costs for merchants. Both accounts link the rules to Decree No. 12,712, signed in November 2025, and agree that merchants’ discount rate is capped at 3.6% and payments for sales must arrive within 15 calendar days.
The accounts also converge on a key limitation: interoperability does not turn the vouchers into unrestricted cash. Meal vouchers remain for ready-to-eat meals, while food vouchers are reserved for groceries intended for preparation at home. The Brazil Left report says balances cannot be used for clothing, alcohol or debt payments. The Brazil Right account gives a broader list of excluded purchases, including medicines, fuel, cosmetics and electronics, and says balances cannot be withdrawn, transferred or exchanged informally for cash.
Their emphasis differs mainly in scope. The Left-focused report highlights standardized fees, faster settlement and sanctions against non-compliant companies, including possible cancellation from the Worker Food Programme. The Right-focused report adds practical guidance for workers whose cards are declined, while underscoring that businesses are not compelled to accept vouchers and that technical integration failures may still occur.
