Spanish intelligence issued multiple warnings to both the government and Moroccan counterparts regarding migrants’ plans to storm Ceuta one day prior to the event. The National Intelligence Centre (CNI) alerted Moroccan intelligence agencies and Madrid’s representative in Ceuta about a social media plan for migrants to cross the border.
