Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain Diamond Aircraft Industries Inc. (DAI) Model DA20-C1 airplanes. This proposed AD was prompted by a report of a certain emergency locator transmitter (ELT) not activating due to a missing jumper wire. This proposed AD would require a continuity inspection of the D-sub connector of the Artex ELT 1000 and, if necessary, corrective actions. Open for Comment: Airworthiness Directives; Airbus Helicopters

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Helicopters Model AS350B, AS350BA, AS350B1, AS350B2, AS350B3, AS350D, EC130B4, and EC130T2 helicopters. This proposed AD was prompted by reports of an incorrectly installed engine flange on the main gear box (MGB) engine coupling. This proposed AD would require inspecting the MGB engine coupling for correct installation and, depending on the results, corrective actions. Open for Comment: Airworthiness Directives; Stemme GmbH Gliders

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for all Stemme GmbH (Stemme) Model Stemme S 12 gliders. This proposed AD was prompted by reports of fuel leaking around certain copper sealing rings within the fuel system. This proposed AD would require repetitive visual checks of the fuel system for fuel leakage, and replacement of the affected copper sealing ring. Transportation Department — The FAA is revising a notice of proposed rulemaking (NPRM) that would have applied to certain Pilatus Aircraft Ltd. (Pilatus) Model PC-12 airplanes. Open for Comment: Alaska: Tentative Determination on Final Authorization of State Hazardous Waste Management Program

Environmental Protection Agency — The State of Alaska (Alaska or the State) has applied to the United States Environmental Protection Agency (the EPA or the Agency) for final authorization of its hazardous waste program under the Resource Conservation and Recovery Act, as amended (RCRA). The EPA has reviewed Alaska's application and made a tentative determination that Alaska's hazardous waste program satisfies all requirements for final authorization. Thus, the EPA expects to grant final authorization for the State to operate its program subject to the limitations on its authority retained by the EPA in accordance with RCRA, including the Hazardous and Solid Waste Amendments of 1984 (HSWA). If the EPA issues a final approval of Alaska's hazardous waste program, Alaska's program will operate in lieu of the Federal hazardous waste program. The EPA will retain jurisdiction and authority to implement RCRA in Indian country and areas of exclusive Federal jurisdiction in Alaska. Alaska's application for final authorization is available for public review and comment until July 2, 2026. If sufficient public interest is demonstrated, the EPA will hold a public hearing on the application June 25, 2026. The EPA intends to publish a final determination in the Federal Register within 90 days of this tentative determination. (49 days remaining)

Open for Comment: Determination of Attainment by the Attainment Date and Clean Data Determination for the 2012 Annual Fine Particulate Standard; Plumas County, California

Environmental Protection Agency — The Environmental Protection Agency (EPA) is proposing to determine that the Portola nonattainment area in Plumas County, California, attained the 2012 annual fine particulate matter ("PM<INF>2.5</INF>") national ambient air quality standard (NAAQS or "standard") by the December 31, 2025 "Serious" area attainment date. This proposed determination is based on ambient air quality monitoring data from 2023 through 2025. We are also proposing to make a clean data determination (CDD) based on the 2023 through 2025 data. If we finalize this CDD, certain Clean Air Act (CAA) requirements that apply to the Portola nonattainment area will be suspended for so long as the area continues to meet the 2012 annual PM<INF>2.5</INF> NAAQS. The area would remain designated nonattainment for the 2012 annual PM<INF>2.5</INF> NAAQS, unless and until the State submits, and EPA approves, a redesignation request and maintenance plan for the area. We are taking comments on this proposal and plan to follow with a final action. (30 days remaining)

Transportation Department — This action proposes to amend Class D and Class E airspace over Westfield, MA. This action would update the airport name and geographic coordinates in both the Westfield, MA Class D and Class E airspace legal descriptions. This action would also replace "Airport/ Facility Directory" in the Class D airspace legal description with "Chart Supplement" to comply with current FAA guidance. Treasury Department — This document contains proposed rules that would amend the regulations regarding excepted benefits under the Employee Retirement Income Security Act of 1974, the Internal Revenue Code, and the Public Health Service Act to establish certain fertility benefits as a new category of limited excepted benefits. Federal Maritime Commission — The Federal Maritime Commission (FMC or the Commission) is proposing to revise its rulemaking procedures. The changes would: consolidate informal rulemaking and rulemaking petition requirements into subpart D, clarify ambiguities, remove unnecessary, overly restrictive requirements (such as ex parte requirements), and allow for the FMC to integrate its rulemaking procedures into the Executive Order 12866 centralized regulatory review process, as directed by Executive Order 14215. Environmental Protection Agency — The U.S. Environmental Protection Agency (EPA) is proposing revisions to the New Source Review (NSR) air permitting regulations. These regulatory revisions would distinguish between construction of a stationary source and construction of non-emitting components or structures, while clarifying and codifying that the latter can occur before an owner or operator obtains an NSR air permit for a new major stationary source or major modification of an existing major stationary source. The revisions will update the definition of "begin actual construction" and add a definition of "pollutant-emitting activities" in the Federal NSR regulations for both Nonattainment New Source Review (NNSR) and Prevention of Significant Deterioration (PSD); revise the definition of "begin construction" and "commence construction" in the Federal minor NSR regulations applicable in Indian country; and address the applicability procedures for "begin actual construction" in the NNSR regulations. This proposed AD was prompted by several reports of passenger door separation during flight. This proposed AD would require revising the existing airplane flight manual (AFM) to provide the flight crew with revised operating limitations, emergency procedures, and normal operating procedures; inspecting the passenger door latching mechanism and safety hook mechanism areas and performing corrective action, as applicable; inspecting the safety hook, latching bolts, front and rear door guide blocks, canopy and passenger door warning light, carbon hinges, tension spring, retaining block, safety hook push button, latching mechanism spring, gas spring, and door frame; measuring the passenger door handle actuation force; modifying the airplane with placards; replacing the gas spring; and replacing the hook assembly, retaining block, door guide blocks, and door sealant if necessary.
