Open for Comment: Airworthiness Directives; Pilatus Aircraft Ltd. Airplanes

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain Pilatus Aircraft Ltd. (Pilatus) Model PC-24 airplanes. This proposed AD was prompted by a report that a solid-state relay (SSR) used in the left-hand (LH) windshield heating system may allow reverse current flow when in the OFF position. This proposed AD would require modification of the airplane and replacement of the affected SSR with a serviceable part. The FAA is proposing this AD to address the unsafe condition on these products. (45 days remaining)

Open for Comment: Safety Zone; James River, Richmond, VA

Homeland Security Department — The Coast Guard is proposing to establish a temporary safety zone for certain navigable waters of the James River. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a fireworks display. This proposed rulemaking would prohibit persons and vessels from being in the safety zone unless specifically authorized by the Captain of the Port, Sector Virginia. Open for Comment: Restoring Flexibility To Support Head Start Program Access

Health and Human Services Department — In this notice of proposed rulemaking (NPRM), the Administration for Children and Families (ACF) proposes to remove requirements from the Head Start Program Performance Standards (Performance Standards) to restore local flexibility to Head Start programs and improve access to quality services. Specifically, this NPRM proposes to remove requirements related to wages and benefits that the Administration believes are not in line with the plain language of the Head Start Act and are costly and overly prescriptive for Head Start programs and staff. ACF estimates these proposed changes, if finalized, will result in over $2 billion in future cost savings for Head Start programs. Open for Comment: Airworthiness Directives; Airbus Canada Limited Partnership (Type Certificate Previously Held by C Series Aircraft Limited Partnership (CSALP); Bombardier, Inc.) Airplanes

Transportation Department — The FAA proposes to supersede Airworthiness Directive (AD) 2022-25-05, which applies to certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. AD 2022-25-05 requires repetitive cleaning and greasing of all slat tracks to prevent damage or corrosion; doing repetitive inspections of the slat tracks for any damage or corrosion, and the correct application of grease; and applicable corrective actions. Since the FAA issued AD 2022-25-05, it has been discovered that previous slat track repairs required the use of inappropriate non-destructive test (NDT) methods and, therefore, may have allowed cracks to remain undetected on slat tracks that were previously repaired. This proposed AD would continue to require the actions in AD 2022-25-05 and would require a rework NDT inspection on all slat tracks previously repaired using an inappropriate NDT method. The FAA is proposing this AD to address the unsafe condition on these products. (44 days remaining)

Open for Comment: Clearing Requirement Determination Under Section 2(h) of the Commodity Exchange Act for Interest Rate Swaps to Account for CAD and MXN Interest Rate Benchmark Transitions

Commodity Futures Trading Commission — The Commodity Futures Trading Commission (Commission or CFTC) is proposing to amend its interest rate swap clearing requirement regulations adopted under applicable provisions of the Commodity Exchange Act (CEA) to address the transition from the Canadian Dollar Offered Rate (CDOR) to the Canadian Overnight Repo Rate Average (CORRA), and the transition from the Mexican Interbank Equilibrium Interest Rate (la Tasa de Inter[eacute]s Interbancaria de Equilibrio, or TIIE by its Spanish acronym) to the Overnight TIIE Funding Rate (TIIE de Fondeo or F-TIIE), as benchmark reference rates for interest rate swaps denominated, respectively, in Canadian dollars (CAD) and Mexican pesos (MXN). These transitions are part of an ongoing global effort by market participants, benchmark administrators, regulators, and others to shift away from reliance on certain interbank offered rates (IBORs) that are, or are expected to become, unavailable as benchmark reference rates, and increase adoption of alternative reference rates, which are predominantly overnight, nearly risk-free reference rates (RFRs). The proposed amendments would revise the set of interest rate swaps that are required to be submitted for clearing, pursuant to the CEA and the Commission's regulations, to a derivatives clearing organization (DCO) that is registered under the CEA (registered DCO) or a DCO that has been exempted from such registration (exempt DCO). Among other things, the proposed amendments would modify the Commission's interest rate swap clearing requirement to reflect the market transitions from CAD CDOR to CAD CORRA and from MXN TIIE to MXN F-TIIE. Open for Comment: Joint Registration for Spouses Under the National Firearms Act

Justice Department — The Bureau of Alcohol, Tobacco, Firearms, and Explosives ("ATF") proposes amending Department of Justice ("Department") regulations to authorize spouses to file a joint application to make, transfer or receive, and register a firearm under the National Firearms Act ("NFA"). If the joint application is approved, both spouses would have a joint right to make or possess the firearm(s), and transferring the firearm(s) between the registered spouses would not constitute a further transfer within the meaning of the NFA, thus not requiring a transfer application. Open for Comment: Importing Dual-Use Frames, Receivers, or Barrels

Justice Department — The Bureau of Alcohol, Tobacco, Firearms, and Explosives ("ATF") proposes amending Department of Justice ("Department") regulations to clarify that federal firearms licensees ("FFLs") may lawfully import frames, receivers, or barrels that may be used on both sporting and non-sporting firearms ("dual-use frames, receivers, or barrels") if, at the time imported, there is an identified firearm sporting configuration for the frame, receiver, or barrel. Further, once the frame, receiver, or barrel is in the United States, a dual-use frame, receiver, or barrel may be used to assemble a sporting, non- sporting, or National Firearms Act ("NFA") firearm, provided assembling such firearm complies with other federal firearms laws. Open for Comment: Firearm Activities in Foreign Trade Zones, Customs-Bonded Warehouses

Justice Department — The Bureau of Alcohol, Tobacco, Firearms, and Explosives ("ATF") proposes amending the definition of "importation" in the implementing regulations for the Gun Control Act ("GCA") and the National Firearms Act ("NFA"). Specifically, the rule proposes to create an exclusion from the GCA and NFA's import requirements for items brought into a customs-bonded warehouse ("CBW") (in addition to the existing exclusion for a foreign-trade zone ("FTZ")). The proposed modification to the definition would also remove the condition that items may be brought into FTZs and CBWs only "for storage." Open for Comment: Air Plan Approval; NC; Removal of the State's Vehicle Inspection and Maintenance Program

Environmental Protection Agency — The Environmental Protection Agency (EPA) is proposing to approve a State Implementation Plan (SIP) revision submitted by the State of North Carolina, through the North Carolina Division of Air Quality (NCDAQ), on October 1, 2024. The revision seeks to remove North Carolina's vehicle inspection and maintenance (I/M) program from North Carolina's SIP which covers 19 counties. EPA is proposing to approve this change as it will not interfere with any applicable requirement concerning attainment and reasonable further progress or any other applicable requirement of the Clean Air Act (CAA or Act). Justice Department — The Bureau of Alcohol, Tobacco, Firearms, and Explosives ("ATF") proposes to amend Department of Justice ("Department") regulations regarding the permanent import provisions of the Arms Export Control Act ("AECA"). The proposed rule would allow importers to apply for ATF authorization to convert items imported temporarily-- under a Department of State ("DOS") authorization or under the entry clearance requirements for temporary imports in the Export Administration Regulations ("EAR") maintained by the Department of Commerce ("DOC")--to permanent imports in compliance with other applicable federal firearms laws, without having to export and then reimport the items. Open for Comment: Interstate Transport and Temporary Export of National Firearms Act Firearms

Justice Department — The Bureau of Alcohol, Tobacco, Firearms, and Explosives ("ATF") proposes amending Department of Justice ("Department") regulations for transporting firearms registered under the National Firearms Act ("NFA") in interstate or foreign commerce. Open for Comment: Revising Non-Over-the-Counter Firearms Transaction Requirements

Justice Department — Federal law permits federal firearms licensees ("FFLs") to transfer firearms to a person residing in the same state but who does not appear in person. These are "non-over-the-counter" ("NOTC") sales. The Bureau of Alcohol, Tobacco, Firearms, and Explosives ("ATF") proposes amending Department of Justice ("Department") regulations on NOTC sales. These proposed changes would remove restrictions limiting this option to background check-exempt transfers. The proposed rule would permit FFLs to conduct NOTC transfers while complying with background check requirements and adds remote identity proofing and electronic notices to chief law enforcement officers.
