Transportation Department — This action proposes to establish Prohibited Area 75 (P-75) in the vicinity of the New York, NY, residence of the President of the United States. The United States Secret Service (USSS) requested FAA restrict aircraft operations in the vicinity of President Trump's New York residence. To provide adequate safeguards for the USSS to fully secure the non-Governmental property and protect USSS protectees in the interest of national security, FAA is proposing to establish a prohibited area in the immediate vicinity of the presidential residence. Open for Comment: Air Plan Approval; Delaware; Excess Emissions Provisions Pertaining to Periods of Startup, Shutdown and Malfunction Events

Environmental Protection Agency — The Environmental Protection Agency (EPA) is proposing to approve revisions to the state implementation plan (SIP) for three state regulations submitted by the State of Delaware through the Delaware Department of Natural Resources and Environmental Control (DNREC) on February 3, 2025. The proposed 2025 revisions to the SIP amend certain startup and shutdown provisions in a manner that avoids the deficiencies that the EPA identified in a disapproval action dated October 23, 2023, in which the Agency disapproved portions of a prior SIP revision dated November 22, 2016. Interior Department — We, the U.S. Fish and Wildlife Service (Service), are reopening the comment period on our March 19, 2024, proposed rule to delist the North Park phacelia (Phacelia formosula), a plant found in the state of Colorado, from the Federal List of Endangered and Threatened Plants under the Endangered Species Act of 1973, as amended (Act). We are reopening the proposed rule's comment period for 30 days to give all interested parties an additional opportunity to comment on the proposed rule in consideration of the updated Species Status Assessment (SSA) report, which we revised based on new information from comments previously submitted, and based on peer review. Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain Textron Aviation, Inc., Model 408 airplanes. This proposed AD was prompted by the manufacturer's revision of the aircraft maintenance manual (AMM) to add a detailed inspection for the horizontal stabilizer spar, and change the airplane serial effectivity for the vertical stabilizer spar detailed inspection. This proposed AD would require revising the Airworthiness Limitations Section (ALS) of the existing AMM or instructions for continued airworthiness (ICA) and the existing approved maintenance or inspection program, as applicable. Open for Comment: Airworthiness Directives; Airbus SAS Airplanes

Transportation Department — The FAA proposes to supersede Airworthiness Directive (AD) 2025-16-12, which applies to all Airbus SAS Model A319-151N, -153N, - 171N, and -173N airplanes; Model A320-251N, -252N, -253N, -271N, -272N, and -273N airplanes; and Model A321-251N, -252N, -253N, -271N, -272N, - 251NX, -252NX, -253NX, -271NX, -272NX, -253NY, and -271NY airplanes. AD 2025-16-12 requires revising the existing airplane flight manual (AFM) and the existing FAA-approved minimum equipment list (MEL), allows replacement of each affected high-pressure bleed valve (HPV) as an optional terminating action, and prohibits the installation of affected parts. Since the FAA issued AD 2025-16-12, the FAA has determined repetitive replacement of the HPV clips is necessary to address the unsafe condition. This proposed AD would continue to require the actions in AD 2025-16-12 and would require repetitive replacement of each affected HPV clip. The FAA is proposing this AD to address the unsafe condition on these products. (47 days remaining)

Open for Comment: Airworthiness Directives; Airbus SAS Airplanes

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A330-200 and A330-300 series airplanes modified by a certain supplemental type certificate (STC). This proposed AD was prompted by a finding that, for airplanes with a flightcrew oxygen system supplied by a single oxygen cylinder, the oxygen supply would be insufficient under all circumstances for extended operations (ETOPS) with a with a maximum diversion time of 180 minutes (ETOPS-180) with four flightcrew members. This proposed AD would require revising the existing Airplane Flight Manual Supplement (AFM-S) to limit ETOPS-180 operations to three flightcrew members, as applicable, and correct minimum oxygen dispatch pressure information. Open for Comment: Equal Access to Housing in HUD Programs Revisions

Housing and Urban Development Department — This proposed rule would harmonize HUD's existing Equal Access regulations with the directions of the Executive Order titled "Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government." The rule would remove references to "gender" and "gender identity" from HUD regulations, or remove and replace it with "sex," as defined by the Executive Order. Through these revisions, the rule would ensure equal access to qualifying facilities would be provided in accordance with the sex of an individual based on his or her immutable biological classification as either male or female rather than the ever-shifting concept of self- assessed gender identity. It would also provide grant recipients, subrecipients, owners, operators, managers, and providers under HUD programs that permit single-sex or sex-specific facilities (such as temporary, emergency shelters or other facilities with physical limitations or configurations that require and are permitted to have shared sleeping quarters or bathrooms) the ability to require reasonable assurances and evidence to confirm the sex of an individual seeking service in order to protect the safety of other individuals in the facility. Energy Department — On February 19, 2026, the Department of Energy (DOE) received a petition from the American Gas Association (AGA), the American Public Gas Association (APGA), and the National Propane Gas Association (NPGA) asking DOE to amend the compliance dates for two energy conservation standards final rules for commercial water heating equipment and consumer furnaces. Through this notification, DOE is seeking comment on whether it should grant the petition and undertake a rulemaking to consider the proposal contained in the petition, as well as any data or information that may be relevant to DOE's consideration of the petition.
