Personnel Management Office — The Office of Personnel Management (OPM) proposes to amend its regulations governing the critical position pay authority to establish level I of the Executive Schedule as the default maximum critical pay rate, with higher rates subject to written approval by the Director of OPM; eliminate non-statutory caps and approval criteria; address the use of service agreements; clarify reductions or terminations of critical position pay are not adverse actions or subject to grievance or appeal rights; and clarify the treatment of critical pay rates as basic pay. This proposed rule simplifies and better aligns OPM's regulations with governing law and delegated authority. (32 days remaining)

Commodity Futures Trading Commission — The Commodity Futures Trading Commission (the "CFTC") and the Securities and Exchange Commission (the "SEC") (collectively, "we" or the "Commissions") are proposing to amend Form PF, the confidential reporting form for certain SEC-registered investment advisers to private funds, including those that also are registered with the CFTC as a commodity pool operator (a "CPO") or a commodity trading advisor (a "CTA"). The proposed amendments would eliminate certain filing and reporting obligations, streamline certain requirements, and make corrections and other revisions. Open for Comment: Significant New Use Rules on Certain Chemical Substances (26-2)

Environmental Protection Agency — EPA is issuing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were the subject of premanufacture notices (PMNs) and are also subject to an Order issued by EPA pursuant to TSCA. The SNURs require persons to notify EPA at least 90 days before commencing the manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use in the SNUR. The required notification initiates EPA's evaluation of the conditions of that use for that chemical substance. In addition, the manufacture or processing for the significant new use may not commence until EPA has conducted a review of the required notification; made an appropriate determination regarding that notification; and taken such actions as required by that determination. Open for Comment: Pipeline Safety: Adjust Annual Report Deadlines

Transportation Department — This NPRM proposes to extend the annual report deadline for operators of gas distribution pipelines, gas transmission pipelines, regulated gas gathering pipelines, Type R gas gathering lines, underground natural gas storage facilities, and liquefied natural gas facilities. This NPRM also proposes to extend the National Pipeline Mapping System information submission deadline for operators of gas transmission and liquefied natural gas facilities. Annual reports for gas pipeline and gas pipeline storage facilities would be due on June 15, consistent with existing requirements for hazardous liquid pipelines. (58 days remaining)

Transportation Department — PHMSA proposes to revise the definition of property damage for determining when a release from a gas, hazardous liquid, or carbon dioxide pipeline facility meets the definition of a reportable incident or accident, including for immediate notifications to the National Response Center. Transportation Department — PHMSA proposes to clarify that right-of-way patrol requirements are technology neutral, and that operators can use remote sensing technologies, such as unmanned aerial systems and satellites, for complying with gas transmission, hazardous liquid, and carbon dioxide pipeline rights-of-way patrolling requirements. Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc. Model BD-700-1A10, and BD-700-1A11 airplanes. This proposed AD was prompted by an in-service event where a main landing gear tire burst upon landing. This proposed AD would require an inspection to determine if an affected brake control unit (BCU) is installed and replacement of affected BCU. This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products. (46 days remaining)

Open for Comment: Fisheries of the Northeastern United States; Monkfish; Framework Adjustment 17

Commerce Department — NMFS is proposing regulations to implement specifications and management measures in Framework Adjustment 17 to the Monkfish Fishery Management Plan (FMP). This action would set monkfish specifications for fishing year 2026, project specifications for fishing years 2027 and 2028, streamline the Annual Catch Limit (ACL) Overage Accountability Measure (AM) trigger, and add default specifications for the monkfish fishery. This action is necessary to respond to updated scientific information and achieve the goals and objectives of the FMP. The proposed measures are intended to help prevent overfishing and ensure that management measures are based on the best scientific information available. (33 days remaining)

Open for Comment: Airworthiness Directives; Bell Textron Canada Limited Helicopters

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain Bell Textron Canada Limited Model 505 helicopters. This proposed AD was prompted by a report of a quality escape in the production installation of a washer installed on the tail rotor pitch link assembly (pitch link assembly). This proposed AD would require a one-time visual inspection for proper installation of the washer installed on the pitch link assembly and, depending on the results of the inspection, corrective actions. Open for Comment: Kentucky; Approval and Promulgation of State Plan for Designated Facilities and Pollutants; Control of Emissions From Existing Municipal Solid Waste Landfills

Environmental Protection Agency — The Environmental Protection Agency (EPA) is proposing to approve the Clean Air Act (CAA or Act) section 111(d) State Plan submitted by the Commonwealth of Kentucky (Commonwealth) through the Kentucky Energy and Environment Cabinet (Cabinet) via a letter dated June 11, 2024, for implementing and enforcing the Emissions Guidelines (EG) and Compliance Times applicable to existing municipal solid waste (MSW) landfills (hereinafter "State Plan" or "MSW Landfill State Plan"). The State Plan provides for implementation and enforcement of the EG, as finalized by EPA on August 29, 2016, applicable to existing MSW landfills that commenced construction, modification, or reconstruction on or before July 17, 2014. The State Plan establishes emission limits, monitoring, operating, recordkeeping, and reporting requirements for affected MSW landfills. (33 days remaining)

Environmental Protection Agency — On March 26, 2026, the Environmental Protection Agency (EPA) published a Federal Register document proposing to grant an exclusion from the list of hazardous waste to WRB Refining LP located in Borger, Texas. The proposed rule had an incorrect docket number. This action informs the public of the correct docket number. Open for Comment: Fisheries of the Caribbean, Gulf of America, and South Atlantic; Snapper-Grouper Fishery of the South Atlantic; Regulatory Amendment 36

Commerce Department — NMFS seeks public comment on proposed regulations to implement Regulatory Amendment 36 under the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic (Snapper-Grouper FMP). This proposed rule would revise the recreational vessel limits for gag and black grouper. Additionally, this proposed rule would revise the transit storage requirements for commercial on-demand, also known as ropeless, black sea bass pots. The purpose of these regulatory changes is to increase biological benefits to the gag and black grouper stocks, and to allow more practical transit of vessels through certain gear restricted areas with on-demand black sea bass pots on board consistent with mandates in the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).
