Open for Comment: Enhancing Flexibility of Air Fare Price Advertising

Transportation Department — The U.S. Department of Transportation (Department or DOT) is proposing to amend its rule on air fare advertising to allow the total fare, including taxes and fees, to be displayed with the same prominence as any individual components. The current rule states that individual components of air fare, like taxes and fees, may not be displayed prominently. The Department is also proposing to eliminate a prescriptive advertising regulation stating that components of a fare may not be presented in the same or larger size as the total price. These proposed changes would ensure greater flexibility in how air fare is displayed while ensuring information is presented clearly to consumers, and in conformity with the intent of Congress as articulated in a provision of the Internal Revenue Code establishing standards for the display of taxes in advertisements for air transportation. In addition, the Department is proposing to rescind nine air fare price advertising guidance documents. They have become outdated and unnecessary because entities are bound by statute and regulatory text; furthermore, in certain cases, these documents improperly functioned as de facto regulations without adhering to the notice-and-comment procedures required by the Administrative Procedure Act. Open for Comment: List of Approved Spent Fuel Storage Casks: NAC International, Inc., MAGNASTOR[supreg] Storage System, Certificate of Compliance No. 1031, Amendment Nos. 16 and 17 and Revisions to Amendment Nos. 0 Through 16

Nuclear Regulatory Commission — The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its spent fuel storage regulations by revising the NAC International, Inc. (NAC) MAGNASTOR[supreg] System listing within the "List of approved spent fuel storage casks" to include Amendment Nos. 16 and 17 and revisions to Amendment Nos. 0 through 16 to Certificate of Compliance (CoC) No. 1031. Amendment No. 16 revises the CoC to permit alternate methods for determining the free volume inside a loaded canister and for measuring helium to ensure that Technical Specification limits are met. It also clarifies that mixed loadings of different assembly types or subtypes within a single Transportable Storage Cask are acceptable. Amendment No. 17 and revisions to Amendment Nos. 0 through 16 revise the CoC to incorporate changes to the design basis for the MAGNASTOR[supreg] storage system to correct an error with M5 fuel cladding material yield strength that was introduced in CoC No. 1031, Amendment No. 14 and the associated revisions to Amendment Nos. 0 through 13. Open for Comment: Mechanic Certification: Inspection Rating and Recent Experience Requirements

Transportation Department — FAA proposes to amend the regulations for certificated mechanics by replacing the inspection authorization with an inspection rating on a mechanic's certificate, similar to the existing airframe and powerplant ratings. The inspection rating would carry the same privileges and limitations as the inspection authorization but would not require renewal or have an expiration date, consistent with the other mechanic ratings. As a result, FAA proposes to require certificated mechanics with inspection ratings to complete rolling recent experience activities, maintained independently, to exercise the privileges of their rating, rather than the current requirements of presenting evidence of renewal activities each March of every odd- numbered year. These proposed changes are intended to align mechanic privileges, which would streamline and simplify the process for maintaining inspection privileges, increase FAA efficiency by reducing on-demand work tasks, and save critical hours for safety-focused missions. These proposed changes would be deregulatory since they would reduce the paperwork and resource burdens linked to complying with the existing regulations for both industry and FAA. Open for Comment: International Education Programs and Fulbright-Hays Program; Recission of Regulations

Education Department — The Secretary of Education proposes to rescind the International Education Programs regulations and the Fulbright-Hays Program Regulations to provide the Department of Education (ED) with greater flexibility in carrying out its statutory authority to implement these programs and to enable the Department to align such programs with current and evolving priorities and needs, such as workforce readiness, national competitiveness, and returning education to the States. These changes will enable ED to more effectively achieve the statutory intent of the programs authorized under Title VI of the Higher Education Act of 1965, as amended, and Section 102(b)(6) of the Mutual Educational and Cultural Exchange Act of 1961, respectively. Federal Deposit Insurance Corporation — The Federal Deposit Insurance Corporation (FDIC) invites public comment on a proposed rule that would amend the assessment regulations in 12 CFR part 327 to: update the $10 billion asset threshold in the definitions of small and large institutions to $30 billion and adjust the threshold every four years to reflect inflation, pursuant to a pre-determined indexing methodology; decrease initial base deposit insurance assessment rate schedules by 2 basis points for small institutions and by 1 basis point for large and highly complex institutions; provide a downward resolution readiness adjustment to assessment rates for large and highly complex institutions, including 0.5 basis points for passing virtual data room testing and 0.5 basis points for providing prescribed data access; and remove obsolete provisions. Federal Deposit Insurance Corporation — The FDIC is seeking comment on a proposal to revise its regulations that require resolution submissions by insured depository institutions (IDIs) with at least $50 billion in total assets. The proposed rule would modify the current rule by raising and automatically updating the dollar threshold that determines the scope of applicability; reducing the requirements regarding the content of resolution submissions provided to the FDIC, with a focus on information that most directly supports the FDIC's resolution readiness in the event of material distress and failure of a covered IDI; and standardizing content requirements for covered IDIs. The proposed rule would also eliminate the FDIC's credibility assessment of submissions provided by IDIs, as well as expectations for capabilities testing under the current rule. (62 days remaining)

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 747-400 series airplanes. This proposed AD was prompted by reports of potable water leaking into the electrical equipment bay cooling air inlet. This proposed AD would require performing repetitive inspections of potential water sources from the upper deck and the main deck, including potable water and waste water lines, for any water leaks and clogs, and applicable on- condition actions. Transportation Department — This action extends the comment period for the NPRM titled "Designation--Restrict the Operation of Unmanned Aircraft in Close Proximity to a Fixed Site Facility" that was published in the Federal Register on May 6, 2026, to allow commenters additional time to analyze the proposed rule and prepare a response. Federal Deposit Insurance Corporation — The Federal Deposit Insurance Corporation (FDIC) is inviting comment on a notice of proposed rulemaking that would update, clarify, and supplement the FDIC's regulations regarding the disclosure of confidential information by the FDIC and other parties, including by enhancing the ability of insured depository institutions to share confidential supervisory information with affiliates and certain other entities for appropriate business purposes, without seeking prior authorization from the FDIC. Open for Comment: Endangered and Threatened Wildlife and Plants; 12-Month Finding and Proposed Rule To Revise Critical Habitat Designation for Southern California Steelhead

Commerce Department — We, NMFS, announce a 12-month finding on a petition to revise the critical habitat designation under the Endangered Species Act (ESA) for the Southern California steelhead (Oncorhynchus mykiss) distinct population segment (DPS). The petition from the United Water Conservation District (UWCD) requests the removal of an approximately 9-mile (14.5-kilometer (km)) stream reach from the confluence of Hopper Creek and the Santa Clara River to the face of Santa Felicia Dam. Based on our review of the best scientific and commercial data available, we find that the petitioned action to remove this reach from the critical habitat designation is warranted. Consequently, we are proposing to remove this reach from the critical habitat designation for Southern California steelhead. (60 days remaining)

Open for Comment: Fisheries Off West Coast States; Coastal Pelagic Species Fisheries; Annual Specifications; 2026-2027 Annual Specifications and Management Measures for Pacific Sardine

Commerce Department — NMFS proposes to implement annual harvest specifications and management measures for the northern subpopulation of Pacific sardine (hereafter, Pacific sardine), for the fishing year from July 1, 2026, through June 30, 2027. This proposed rule would prohibit most directed commercial fishing for Pacific sardine off the coasts of Washington, Oregon, and California. Pacific sardine harvest would be allowed for use only as live bait, in minor directed fisheries, as incidental catch in other fisheries, or as authorized under exempted fishing permits. The proposed harvest specifications for 2026-2027 include an overfishing limit of 4,645 metric tons (mt), an acceptable biological catch (ABC) of 3,613 mt, an annual catch limit (ACL) of 2,200 mt, and an annual catch target (ACT) of 2,100 mt. This proposed rule is intended to conserve, manage, and rebuild the Pacific sardine stock off the coasts of Washington, Oregon, and California. (15 days remaining)

Open for Comment: Airworthiness Directives; Airbus Helicopters Deutschland GmbH (AHD) Helicopters

Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Deutschland GmbH (AHD) Model EC135P1, EC135P2, EC135P2+, EC135P3, EC135T1, EC135T2, EC135T2+, EC135T3, and EC635T2+ helicopters. This proposed AD was prompted by a report of a separated tail rotor blade (TRB) assembly due to a crack caused by intergranular corrosion. This proposed AD would require repetitively inspecting a certain TRB assembly for cracks and, depending on the results, removing any cracked TRB assembly from service and replacing an affected part as terminating action for the repetitive inspections. This proposed AD would also prohibit installing a certain TRB assembly on any helicopter unless certain requirements are met. Open for Comment: Air Quality Plan; California; Mojave Desert Air Quality Management District; Rescissions of Outdated Requirements Within Riverside County

Environmental Protection Agency — The Environmental Protection Agency (EPA) is proposing to approve revisions to the Mojave Desert Air Quality Management District (MDAQMD or "District") portion of the California State Implementation Plan (SIP). These revisions concern prohibitory rules that regulate emissions of volatile organic compounds (VOCs) and oxides of nitrogen (NO<INF>X</INF>) under the Clean Air Act (CAA or "Act") within the Riverside County portion of the MDAQMD portion of the California SIP. We are proposing to approve the rescissions of the rules because the requirements in the rules are no longer necessary to retain in the SIP to meet CAA requirements. (30 days remaining)

Open for Comment: Unaccompanied Children Program Foundational Rule; Sponsor Assessment Update To Include Proof of Identity, Background Check, Placement, and Income Verification Standards

Health and Human Services Department — This notice of proposed rulemaking (NPRM, or proposed rule) would establish certain additional requirements for sponsor suitability assessments related to proof of identity, proof of income, and other information required for background checks to promote the safe placement of unaccompanied alien children (UAC). This NPRM proposes acceptable documentation for proof of identity and would require proof of income from potential sponsors of UAC in ORR custody by reason of their immigration status, as described in the Homeland Security Act of 2002 (HSA) and the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (TVPRA). This NPRM also proposes amendments to background check requirements for sponsor suitability assessments and the conduct of examinations of UAC related to considerations of UAC dangerousness to self or others that align with the One Big Beautiful Bill Act. Finally, this NPRM proposes certain administrative updates to align numbering and terminology between proposals and existing regulations.
