DHS further proposes to specify that aliens applying for employment authorization who admit to committing, have been arrested for, or have been convicted of certain criminal acts do not warrant a favorable exercise of discretion unless there are significant countervailing public interests, which may include assisting law enforcement activity in the United States. Education Department — The Secretary proposes to waive the requirements in the Education Department General Administrative Regulations (EDGAR) that generally prohibit project period extensions involving the obligation of additional Federal funds. The proposed waiver and extension would enable 21 projects under Assistance Listing Number (ALN) 84.362A to receive funding for up to one additional 12-month period, not to exceed September 30, 2027. Transportation Department — The FAA proposes to supersede Airworthiness Directive (AD) 2025-04-05, which applies to all Airbus SAS Model A330-841 and -941 airplanes. AD 2025-04-05 requires a revision of the existing airplane flight manual (AFM) and removal of the previously required limitations; a revision of the existing minimum equipment list (MEL); one-time or repetitive seal integrity tests of each engine bleed air system (EBAS) high pressure valve (HPV); additional maintenance instructions and corrective actions; and repetitive replacement of affected HPV clips; as applicable. AD 2025-04-05 also limits the installation of affected HPV clips. Since the FAA issued AD 2025-04-05, an improved EBAS HPV with unaffected HPV clips was certified, and it was determined that the bleed monitoring computer (BMC) software (SW) must be updated. This proposed AD would continue to require the actions in AD 2025-04-05, except for repetitive replacement of affected HPV clips. This proposed AD would also require updating the BMC SW, additional work, and an additional revision of the existing MEL for the engine bleed overpressure valve; as applicable. This proposed AD would also prohibit the installation of certain BMC SW. The FAA is proposing this AD to address the unsafe condition on these products. (46 days remaining)
Veterans Affairs Department — The Department of Veterans Affairs (VA) proposes to amend regulations under the Veteran Readiness and Employment (VR&E) program to ensure veterans' requests to forgo, suspend, reduce, or terminate their benefits and services may be processed timely and without unnecessary delays. The current regulation requires VR&E to provide at least 30 days advance notice and opportunity for response before taking such actions, even in cases where VR&E is acting on a veteran's request. This proposed AD was prompted by a report of a fuel leak from a worn main fuel pump inlet housing. This proposed AD would require removal from service of the main fuel pump and replacement with a part eligible for installation. Management and Budget Office — The Office of Management and Budget (OMB) proposes to revise the Guidance for Federal Financial Assistance to improve government- wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance. OMB is proposing revisions that would improve transparency, accountability, and oversight for Federal awards across the Federal Government. This includes ensuring that American tax dollars are not wasted or misused, activities performed under Federal awards are consistent with law and policy, and recipients are held accountable when they fail to meet relevant standards. The revisions also aim to ensure that basic American principles of equality and equal opportunity are upheld throughout all stages of the award making process and that unlawful discrimination is no longer permitted. Proposed changes also include providing further clarification on the regulatory status of the OMB requirements and on the process for future updates to the government- wide requirements. Finally, OMB also proposes changes to reduce recipient burden. The listed Federal grant-making agencies propose conforming changes to their respective adopting regulations, or, in the case of some agencies and other entities, establishing new adopting regulations or policies. Environmental Protection Agency — The Environmental Protection Agency (EPA) is proposing to determine under the Clean Air Act (CAA) that the Detroit, Michigan nonattainment area ("Detroit area" or "area") attained the 2015 ozone National Ambient Air Quality Standards (NAAQS) by the applicable attainment date. This determination relies on the EPA's concurrence on an exceptional events request submitted by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) on February 19, 2026, and concurred on by the EPA on March 24, 2026. Therefore, the EPA is proposing to take final agency action on Michigan's exceptional events request. This action, if finalized, will fulfill the EPA's statutory obligation to determine whether the Detroit area attained the 2015 ozone NAAQS by the Moderate attainment date of August 3, 2024. Energy Department — This proposed rule would insert sunset provisions into certain regulations, consistent with the Executive Order (E.O.), Zero-Based Regulatory Budgeting to Unleash American Energy (April 9, 2025), and agency policy. Each sunset provision would establish a conditional sunset date for covered regulations, as defined by the E.O. In this notice of proposed rulemaking (NOPR), the U.S. Department of Energy (DOE) proposes regulatory revisions identical to those set forth in a direct final rule published elsewhere in this issue of the Federal Register.
