Very good call. This is a practice that happens in virtually every line of work. I'm a certified ICU nurse, and in my country, hospitals have been hiring nurse contractors on one-year contracts because there's simply so much offer, both locally and in neighboring countries. They save a lot of money by paying base salaries and avoiding longer-term commitments.
In the video game industry, this also helps explain why so many studios choose to work with widely used tools like Unreal Engine. Even contractors are likely to already be familiar with these tools because they're used across the industry, which means there's little to no additional training needed.
